Michael A. Leonard

Mr. Leonard is a former Deputy Assistant General Counsel with the Department of Veterans Affairs (VA), with over 30 years’ experience practicing veterans’ law.  He has worked as a claims supervisor at VA Regional Offices, as a manager at VA Central Office, and counsel to the Board of Veterans’ Appeals (BVA).  For over 15 years, he was with the General Counsel’s Office defending the VA against claims for benefits in the Courts and supervising other attorneys doing the same. 
 

In 2003, after 28 years with the VA, Mr. Leonard left his government position and went into private practice to assist veterans and their families with their VA claims.  It goes without saying that Mike’s long experience with VA and in private practice have taught him many valuable lessons about the claims and appeals process.  While he cannot guarantee success, he can assist claimants in getting the benefits they seek, and in getting them quickly.

Mr. Leonard is a member of the bars of the U.S. Court of Appeals for Veterans Claims, the U.S. Court of Appeals for the Federal Circuit, the Supreme Court of Pennsylvania, and the District of Columbia.  He also serves on the Board of Directors of the National Organization of Veterans’ Advocates.  Mike’s practice is exclusively devoted to representing veterans and their families.  He does not practice law in the North Carolina state courts and is not a member of that bar.

The VA appeals process can be very long and frustrating.  Mr. Leonard places high importance in moving claims quickly and avoiding unnecessary delay, so that claimants can receive the greatest benefit promptly.  Mike knows the system from top to bottom and zealously represents the interests of veterans and their survivors before the Courts and the VA.
